Julie brings extensive Medicare regulatory experience to the Gorman Health Group.  Prior to joining GHG, Julie served as a plan manager in the Medicare Managed Care Division of the San Francisco Regional Office for 16 years.  Prior to that, she spent several years in CMS’ Central Office, analyzing Medicare Part A payment policy issues.

As a managed care plan manager with CMS, Julie was responsible for comprehensive oversight activities of  twenty Medicare health plans, including auditing and corrective action plan monitoring, initial and service area expansion application reviews, marketing reviews, and technical assistance on a broad range of issues including requirements for Special Needs Plans, appeals and grievances, claims processing, health services delivery, quality assurance, utilization management, and Medicare Part D requirements. 

Julie served as the regional office lead on marketing issues for thirteen years, participating in numerous marketing studies and presenting extensively at conferences on CMS marketing requirements.  In this capacity, she developed and implemented a second-level review project to ensure consistency and accuracy in marketing materials across the region, for which she received the DHHS Secretary’s Award for Distinguished Service.  Julie was also part of the original team that created CMS Region IX marketing guidelines, and later co-led a team to nationalize those guidelines into the Medicare Managed Care Marketing Guidelines in use today. 

Julie holds a master’s degree from the University of Michigan in Public Policy, and resides in the San Francisco area.
