Senior Vice President, Operational Performance
Julie Billman is Senior Vice President of Operational Performance at Gorman Health Group (GHG). In this role, health plans look to her to improve operational functions, maximize plan revenue, and educate plan staff to understand and own the Medicare requirements governing their functions. Julie brings GHG clients over 22 years of experience managing Medicare Advantage (MA) and Part D operations in a compliant and efficient manner. Julie’s background in both Operations and Compliance offers an exceptional perspective to GHG clients.
During Julie’s more than seven years with GHG, she has helped GHG clients with interim Medicare program management, new plan implementations, vendor selection processes, operational assessments, , involving enrollment/disenrollment, customer service, appeals and grievances, hospice, Coordination of Benefits (COB)/ Medicare Secondary Payer (MSP) for Parts C and D and system enhancement and business requirement review. Julie has also assisted several plans in the Centers for Medicare & Medicaid Services (CMS) audit readiness by providing mock audits as well as CMS program audit assistance. She is also experienced in writing policies and procedures, developing monitoring tools, and providing staff training.
Prior to joining GHG, Julie held various management positions in the MA industry. Her most recent position was Director of Product and Regulatory Analysis at Capital BlueCross. This position involved staff training, process improvement, and monitoring and auditing within all levels of the business touching MA or Part D and included coordinating numerous CMS and other government operational and financial audits. Before working at Capital, Julie held various management positions over a 14-year career with Coventry Health Care, including Director of PDEs and Business Reporting, Director of Medicare Compliance, and various other operational management positions within the Medicare area at Coventry. Julie holds a BS in Health Services Administration.
