Senior Consultant


Roxanne Newland, RPh, is a Senior Consultant at Gorman Health Group (GHG). In this role, she has participated in many engagements for GHG, including Pharmacy Benefit Manager (PBM) compliance review and audits, PBM oversight and monitoring, and Part D benefit testing. As a member of a mock audit/audit preparation team for Medicare Advantage Prescription Drug Plans (MA-PDs) and standalone Prescription Drug Plans (PDPs), she specializes in the Part D elements, including coverage determinations, appeals, and grievances; pharmacy and therapeutics committees; utilization management; delegated function oversight; and provider communication. Roxanne brings GHG clients more than 20 years of Medicare and Medicaid prescription drug operational experience, which has been used on a variety of projects for MA-PDs and PDPs.

Prior to her work at GHG, Roxanne was State Pharmacist for Wyoming and an adjunct clinical professor at the University of Wyoming School of Pharmacy. In addition, she served as the Deputy Medicaid Director and Medicaid Pharmacy Program Manager for Wyoming Medicaid in her 15 years at the Wyoming Department of Health. In this capacity, she managed a multi-million dollar budget of both state and federal funds and managed a number of other clinically appropriate, cost-saving initiatives, including development of Wyoming’s first preferred drug list. Roxanne also worked with legislators to develop the first PharmAssist program to reimburse Wyoming pharmacists for Medication Therapy Management (MTM) and Wyoming’s Drug Donation program to re-use unit dose medications from facilities that would have otherwise been destroyed.

Roxanne received her BS in Pharmacy from the University of Wyoming. Roxanne has presented statewide to the Wyoming legislature, the Wyoming Board of Pharmacy, and the Wyoming Pharmacy Association, as well as numerous other organizations, on prescription drug topics. Roxanne participated in Wyoming’s task force on prescription drug abuse and has helped produce Wyoming’s statistics to enforce action. Roxanne was a graduate of Leadership Wyoming in 2010, the Regional Institute of Health and Environmental Leadership (RIHEL) in 2001, and the Distinguished Young Pharmacist in 2000.
